आवश्यक बहुमत मिळवण्यात अपयश आल्याने विधेयक नामंजूर

दरम्यान, महिला आरक्षण आणि मतदारसंघ पुनर्रचना (परिसीमन) १३१ वे घटनादुरुस्ती विधेयक मंजूर होण्यासाठी सभागृहाच्या दोन-तृतीयांश सदस्यांचा पाठिंबा आवश्यक होता, जो मिळू शकला नाही. पहिल्या फेरीत ४८९ मते पडली होती, ज्यात २७८ मते बाजूने तर २११ मते विरोधात होती. अखेरच्या फेरीतही सरकारला बहुमताचा आकडा गाठता आला नाही.

या विधेयकाच्या बाजूने २९८, तर विरोधात २३० मते पडली. लोकसभेत एकूण ५२८ संसद सदस्यांनी मतदान केले. हे विधेयक मंजूर होण्यासाठी दोन-तृतीयांश बहुमताची आवश्यकता होती. ५२८ च्या दोन-तृतीयांश म्हणजे ३५२ मते होतात. अशा प्रकारे, आवश्यक बहुमत मिळवण्यात अपयश आल्यामुळे हे विधेयक ५४ मतांच्या फरकाने नामंजूर झाले.
